To achieve a 12-month timeline, we executed a three-part strategy: 1. The Pre-Application "Sprint" Instead of waiting for the FAA to open the gates, we built the entire compliance infrastructure before the first formal meeting. ● Custom Manuals: We avoided "cookie-cutter" templates. We wrote the General Operations Manual (GOM), General Training Manual (GTM) specifically for their Cessna 414 and scope of operations. 2. Managing the SAS Portal The FAA’s Safety Assurance System (SAS) is where many applications die. We actively managed the Data Collection Tools (DCTs) for the client. When the certification team was assigned, we had the Schedule of Events (SOE) ready to go. We also preemptively addressed questions regarding "Basic" operator limitations, saving weeks of back-and-forth. 3. Aircraft Conformity. To streamline the conformity inspection—often the biggest bottleneck—we provided AC 135-44 via SAS with the formal application. ● We identified and fixed minor discrepancies (placards and logbook entries) before the FAA inspector ever saw the plane. ● Result: The FAA inspector signed off on the aircraft with zero major findings. The Results ● Timeline: 12 Months from PASI (Pre-application Statement of Intent) to Certificate issuance. ● Cost Savings: By shaving ~12-24 months off the average South Florida timeline, the client saved an estimated $150,000+ in carrying costs (insurance, hangar, and lease payments). ● Status: "Off the Ground Aviation" is now fully operational at FXE airport.
