Arizona's construction workforce grew by nearly 6,000 jobs last year. The pipeline of projects — industrial, retail, data centers, infrastructure is as strong as it's been in years. On the surface, things look healthy. However, around half of those hires weren't for new roles. They were to replace people who are retiring. One in five construction workers in this country is 55 or older. In Phoenix, we built an entire generation of project leadership during the boom years of the 2000s, and that retirement wave is arriving right on schedule. My gut tells me the number of workers over 55 here is higher than the national average. Phoenix is a retirement destination, and I've personally helped people relocate here with the goal of working ten more years before retiring in the Valley. Phoenix has plenty of projects. The problem is that the experienced superintendents, project managers, and specialty trade foremen who know how to execute that work are no longer available to hire and keep for seven to ten years. Many have three to five years left before retirement. What are the options for a contractor? Start hiring before you need to. Yesterday I spoke with an executive running a general contractor new to the Phoenix area. He said they are bidding so much work that winning just one more project would leave them without the project managers or superintendents to run it. They're stacking estimators and executives, but in my opinion need to start stacking superintendents and project managers because the onboarding cycle can take longer than they expect. That gap between contract awards and workforce capacity is where the real risk lives. Your job is project risk management and now, employment pipeline risk management more than ever. The contractors who get ahead of this aren't waiting for a position to open up. They're building their bench now, before they need it, and managing cash flow accordingly.

You probably agree that if the trade partner could just get their plan together, the project would go so much smoother. But are you creating a space for them to share that plan? At a typical workshop, on average only 2 people out of a group of 40 actually looked at the schedule that was given to them during our Lego house construction activity. The best project teams aren't just connected by contracts; they're connected by trust, shared purpose, and a willingness to learn together. It was an incredible trip where team members like Douglas Gillespie, Doug Palmer, Brad Williams, Mary Atterberry,Elicia L. Neff-Steele MBA, Michael W, Dan D, Evan S, and Ray N got to share a completely different kind of experience. Beyond the patience of casting lines, the excitement of the catch, and the laughs shared while navigating the water, this activity reminded us of something much deeper. This trip was a great reminder that our bond goes far beyond the office walls and the boundaries of the job site. It showed that we can genuinely enjoy each other's company and connect outside of our usual work environment, truly embodying the family oriented culture we strive to build as a company. Thank you to everyone who attended for making it such a special experience and for reminding us of the power of staying united!

The team performed all aspects of the concrete pour from layout, forming, placing and finishing. They also performed the concrete testing with the supervision of the testing lab. This project team is not afraid to learn by doing and gives them the appreciation on what our trades do here on a day to day basis. Something I have learned about myself the last year is that priorities can change and that it's ok. I have not ever been the best at a work life balance and I am now in a place in my life where being able to come home to my family after work every day is what is most important to me. I'm extremely grateful for the opportunity I had to to travel and work with an awesome team but my heart and mind is ready to be back home.

Most public agencies do not realize this yet, but consultant construction inspectors in Southern California are quietly becoming $230 per hour resources. Construction costs are rising everywhere. Materials, labor, and equipment get most of the attention. But CM&I services are increasing as well, driven by California-driven prevailing wage increases that many agencies are only now seeing in their RFP responses. In August 2025, California DIR raised prevailing wage for Group 2 construction inspectors to $101.27 per hour, with scheduled predetermined increases to $106.27 in July 2026 and $110.77 in July 2027. A critical detail that is often missed: prevailing wage is tied to the project advertisement date, not construction start. Projects advertised after August 2025 use the new rates for the entire project duration. Projects already in procurement under the old rates are the last ones agencies will see at prior pricing. Here is how CM&I billing rates are built: Start with prevailing wage ($101.27). Subtract employer-paid fringe benefits (health, retirement, PTO), roughly $15 per hour, leaving ~$86 in adjusted base wage. That base wage is then multiplied by the firm's indirect cost rate, a standard methodology used by Caltrans and most public agencies to cover firm overhead, supervision, office space, vehicles, insurance, and administration. Using the Caltrans Safe Harbor multiplier of 2.4 as a common benchmark: Today: $86 base x 2.4 = ~$206/hr loaded July 2027: $96 base x 2.4 = ~$230/hr loaded This multiplier effect is what most agencies do not see coming. A $10/hr increase in prevailing wage becomes ~$24/hr in billing rates once overhead is applied. Most contracts allow ~3% annual escalation. Loaded CM&I costs are increasing over 10% annually through 2027. For public agencies budgeting future CM&I work, the practical takeaways are straightforward: Plan for 10 to 15% cost increases on CM&I scopes. Incorporate wage pass-through language into new agreements so rate adjustments are transparent and expected rather than surprising. And when evaluating proposals, ask firms how they manage overhead, not just what their rate is. Prevailing wage is fixed by the state. Overhead is not. Firms that operate efficiently, like the team at RE Services, can deliver the same quality at meaningfully lower loaded rates without cutting corners on service. Construction costs are not just increasing. They are accelerating. And as contractor margins get squeezed by the same pressures, the temptation to cut corners on workmanship grows. This is when independent CM&I oversight matters most. Agencies that reduce inspection coverage to offset rising CM&I costs are trading a known expense for a much larger unknown one. The inspector is not just a line item. The inspector is the last line of defense on public infrastructure.
