Courtney Rohde shared thisToday I'm so excited to share about the next phase of my work life - as a business owner! This is a huge change for me. I spent the last 11 years as an actuary at a top-5 national personal lines insurance company. (💙 for USAA always! 🦅) Now I am leaping off into a completely new mission and new way of working, following my own direction and supporting purpose-driven clients. And now its time to introduce: Wise Dove Insights! 🕊️ I started my bookkeeping and financial analytics firm with the intention of helping non-profits find clarity and confidence in their finances. Since 2018, when my colleague Scott invited me to be an officer for the Southwest Actuarial Forum, I've been involved in non-profit board service, including financial management and oversight. My skills leveled up when I took a month off from USAA last summer and I tackled a huge QuickBooks Online cleanup project for my own church. That gave me MAX levels of fun and satisfaction, and I knew I wanted to do more of this work. I created the Wise Dove Insights LLC just over one year ago, and now I'm a certified QuickBooks ProAdvisor, I'm managing Wise Dove Insights full time, and I'm gradually discovering just how many other churches and non-profits need exactly this type of support and expertise. (I thought they would!) I'm so excited that I get to do this fulfilling work, support organizations who are making a difference in the world, and build my own business to support my family and create a legacy at the same time. Courtney Rohde shared thisYesterday was the last day of the first phase of my career, during which I worked as an Actuary at USAA. I ugly cried as I walked away from this office and wonderful group of coworkers who walked me out, especially Mufaro Chitakure who has been my closest partner on Auto Rate Indications this past year and Allison Brune who was with me on both my first day and on my last. 💙 I can’t overstate what a positive impact USAA and the actuary community here have had on this first 11 years of my working life. I’m coming away from this job with an amazing education in business and in data analytics. I developed here a love for teaching others and sharing complex ideas in an intuitive way. These things will doubtless form the foundation of all my future work. I’m so grateful for the way that USAA has unlocked financial security for my family – my experience is a testament to how we accomplish the mission for employees just as much as for the members. Most importantly, I’m grateful for the chance to have worked with each of my incredible teammates over the last decade. To those who are still there AND all of you who said goodbye to USAA earlier than me: you are brilliant, and you demonstrate integrity every day. Courtney Rohde reacted on thisCourtney Rohde reacted on thisToday was my last day at USAA. I am retiring after 9 years as Chief Actuary and Head of Analytics for our Property & Casualty group. It has been a privilege to serve this remarkable Association and our members over the past nine years. It has also been wonderful to work alongside so many talented individuals who share that commitment. I first entered the doors at USAA as an Air Force officer who was exploring a potential post-military actuarial career. As a USAA member, I was impressed by the shared military values I saw on display throughout the building. And I was intrigued by the role of the actuary, bringing data into insights to ensure the financial strength of this service-oriented company. When I left the Air Force and began my actuarial career, I could not have imagined having the opportunity to serve as the Chief Actuary for USAA. I marvel at the path that led me here, and I am profoundly grateful for the many colleagues I have learned from along the way. I was a USAA member long before I became an employee. Now, I will return to being solely a member, but with the added knowledge and deep appreciation of how the USAA team works together to serve us all. I will be cheering for their continued success.

The interaction between state benefit mandates and EHB-benchmark plan design just got more complicated. In the 2027 Payment Notice, CMS proposes to move away from prior treatment and instead classify benefits required by state action after December 31, 2011 as “in addition to EHB”—even if those benefits are currently embedded in a state’s EHB-benchmark plan. If finalized, this shift could have real financial implications. States may be required to defray the cost of these mandates, potentially as early as PY 2027. But the operational challenges go well beyond defrayal mechanics: - States may need to inventory all post-2011 benefit mandates to determine which trigger defrayal - Policymakers could face difficult choices: fund the mandates or limit their applicability to QHPs - Either path introduces complexity—ranging from legislative changes to potential fragmentation in market coverage Even the mechanics of defrayal raise questions. Prospective approaches create risk of underfunding, while retrospective approaches can introduce timing and cash flow challenges. What appears to be a technical clarification is, in practice, a significant policy and operational shift. Coordination between regulators, issuers, and stakeholders will be critical to implement any changes on a PY 2027 timeline.
