In a “population-centric” strategy, it is essential to understand the people and what is important to them in their world, not ours.     This paper describes a bottom-up counterinsurgency strategy in Afghanistan known as Village Stability Operations, as well as some of the contributions information sharing strategies are making to its success. In a “population-centric” strategy, it is essential to understand the people and what is important to them in their world, not ours. In this environment, information about the population, also known as “white” data, can be mission critical, although it wasn’t treated as such at the beginning of the Afghan campaign. “White” information is not a panacea; it needs to be blended with enemy (“red”) information and government (“green”) information to form an integrated approach. The paper examines several projects that have been undertaken in Afghanistan, their successes and challenges, and how they have helped the Afghan population while supporting coalition objectives.

    The Women’s Mentoring Network (WMN) supports women within the Brookings Institution by fostering networking opportunities, building strategies for career progression and identifying challenges and solutions for problems uniquely faced by women in the workplace. I was a general member from 2011-2014 and co-chair from 2013-2014. Responsibilities included:
    •Worked with other members of the Steering Committee to develop subcommittees, refine onboarding practices, manage the advisory board, and create consistent communication strategies to ensure the long-term success of the Network.
    •Managed the first professional mentoring program at Brookings, made up of 9 mentors and 27 mentees including: the application process, draft curriculums, feedback sessions, and post-program evaluation.
    •Planned and executed numerous events ranging from roundtables, highlighting influential women at Brookings, and volunteer events, engaging Brookings staff in the local community. Facilitated 4 keynote speeches of high-level external professionals from academic, public policy and high-tech industries with 50+ attendees.
