Interesting story from Amrith Ramkumar at The Wall Street Journal today: the Trump Administration is reportedly in talks to take equity stakes in quantum computing firms including IonQ, Rigetti Computing, D-Wave, and others in exchange for federal funding through the Commerce Department's Chips R&D Office. I can't independently verify the veracity of this reporting, but it's an important reminder that quantum technology ⚛️ - in addition to AI 🤖 and biotechnology 🧬 - represents a critical area of U.S.-China strategic competition. Unlike AI, where the competitive landscape is already established, quantum offers a first-mover advantage opportunity - if we act strategically. Last year, the bipartisan U.S.-China Economic and Security Review Commission recommended that Congress direct the federal government to vertically integrate in quantum technology development and commercialization, either unilaterally or with key international partners. We called for investments across the entire technology development cycle and supply chain, and urged the development of a Quantum Technology Supply Chain Roadmap to coordinate outbound investment screening, CFIUS review, and federally supported research. The goal: ensure the United States and our allies lead in this critical technology - and don't advance Chinese capabilities. The U.S. Department of Commerce's equity stake approach, if accurate, represents one model for deeper government engagement. Whether it's the right model remains to be seen, but the strategic imperative is crystal clear. The bipartisan China Commission's 2025 Annual Report will be released in just a few weeks and will include updated recommendations on emerging technologies vital to U.S.-China strategic competition.
