About us

Iceland is entering a period of greater strategic complexity. The North Atlantic region is undergoing geopolitical shifts, technological disruption is reshaping essential systems, and climate-related changes are increasing the frequency of shocks that can affect even highly resilient societies. As a small, open, and interconnected state, Iceland’s security is shaped not only by defence issues, but also by dependencies, vulnerabilities, and the resilience of critical functions. In this environment, security cannot be addressed by one institution, one sector, or one traditional framework. It requires a broader view: one that connects national security, societal resilience, infrastructure protection, digital security, and preparedness planning. Varða exists to help support this wider approach. Our aim is to provide a neutral, non-partisan, and independent space where these issues can be understood and discussed in a structured way, both within Iceland and in cooperation with international partners.

    June was a whirlwind. After returning from the Faroe Islands following a successful UArctic (University of the Arctic) Congress, I had several busy, but incredibly rewarding, weeks ahead. The Institute of International Affairs at the University of Iceland (IIA) hosted a Chatham House dialogue on shifts in geopolitics, including Arctic geopolitics and the role of China in the world, with Beijing Club for International Dialogue and Norwegian Institute of International Affairs (NUPI). I was very pleased to publish a report with Silja Bára R. Ómarsdóttir for Friedrich Ebert Stiftung Nordic Countries on Iceland's changing security policy. You may find it in the comments below. Finally, I attended Varða - öryggi og viðnámsþróttur Reykjavík Security Forum, which featured valuable discussions both during the plenary sessions and in the conversations I had over coffee Now it's time for a summer break. Looking forward to what the months ahead will bring.

    Just got back from Iceland, where I spoke on two panels at the inaugural Reykjavík Security Forum, one on European sovereignty amid the US-China tech competition, the other on private capital's role in tech innovation across the US, China, and Europe. Three observations stayed with me: 1. Recent US-Europe frictions have, paradoxically, galvanized the continent more than decades of allied persuasion. The open question is whether that energy produces durable structural change or just more political theater. 2. Europe knows it's behind on AI. It has real assets in the global stack — ASML, Arm, Hugging Face, Mistral — but no articulated path to convert these assets into real unified forces of leverage. The most honest line of the week: "Europe just doesn't want it enough." 3. The practitioners were the bright spot. Defense tech founders described three-month iteration cycles on the Ukrainian battlefield, a tempo Western procurement systems are structurally incapable of matching. The gap between talking about the problem and building through it was visible in every session. Credit to Varða - öryggi og viðnámsþróttur, a new Icelandic national security think tank, for assembling a diverse audience for their inaugural forum that didn't flinch from hard questions. One of my favorite fun facts from the trip: "Varda" (vörða) - the name of the think tank - is a traditional Icelandic stone cairn or pile of rocks. For centuries these stone cairns have served as trail markers, guiding travelers through Icelands tough terrain. An appropriate name for a young institution guiding a country through a complex global security environment. Though I did not encounter any vardas during my short visit, I did take a photo of a trail marker during a brief mountain hike.

    🇮🇸 Iceland’s fledgling resilience and security policy think tank 🏛️ Varða - öryggi og viðnámsþróttur is off to the races, hosting its first and very successful Reykjavik Security Conference recently. Kudos to Kristinn Árni L. Hróbjartsson for choreographing the event. This was also the occasion of the publication of Varða’s inaugural magazine, with articles focusing on the theme of “a worthy ally?” I slightly dodged the assignment in my piece, focusing instead of how it is feasible to leverage wargaming to assess capabilities and identify capability gaps as Iceland considers investment in what NATO calls “broader defence- and security-related investments” in allies’ Hague Summit commitment. Stay tuned for more on that topic as we plan for rubber to meet road in H2!

    Why is Benedikt back in Iceland, you may ask. Great question. Here are four good reasons: 1️⃣ Attending the inaugural Varda Security Forum at the invitation of David Helgason and Thordis Kolbrun Gylfadottir: Varda is Iceland’s first (and only) think tank on foreign policy and security affairs and thus deserves every bit of support and encouragement. A „varða“ is a traditional stone cairn - a stack of vulcanite rock built to guide travellers through the rugged Icelandic landscape. It symbolizes guardianship, good luck, and safe passage in times of maximum uncertainty and, as such, is the perfect symbol for an institution seeking to provide orientation. 2️⃣ Speaking with Iceland‘s current Foreign Minister Kathrin Gunnarsdottir about the forthcoming NATO Summit, our „Allies in Ankara“ hub co-hosted with the SETA Foundation, and Iceland‘s recently updated National Security Strategy. Even though Iceland does not have a standing military, its strategic location, air and undersea surveillance capabilities, and military installations are great assets to the Alliance. 3️⃣ Speaking with former President Olafur Grimsson about the state and trajectory of Arctic Security: As founder of the Arctic Circle he has been a long-standing partner of our activities on and in the High North. The Munich Security Conference kicked off its series of Arctic Securiy Roundtables at the Arctic Assembly more than a decade ago and it seems as if the issue has become more important every year. We will thus continue our work with the help of friends like the Norwegian Institute of International Affairs (NUPI) or the Ted Stevens Center for Arctic Security Studies. 4️⃣ Finding out more about the forthcoming referendum on 🇪🇺 accession talks. Iceland is for all intents and purposes a deeply European country, but it is not yet part of the formal club. There is a fierce battle raging between those that passionately believe in joining and those that equally passionately believe that this would be the end of the world. While much of the debate revolves around economic topics (inflation and interest rates in particular), it seems to me that geopolitical arguments should win the day. Even though Iceland appears well covered through its 75-year old defence agreement with the US, its founding membership in NATO, and its recently concluded defence and security agreement with the EU, at least two of these pillars appear less stable than they were a few years ago. I am looking forward to being back soon and promise to stay for more than 18 hours. Lorenz Klingele shall be my witness.

    Ingen Almedalen för mig i år, däremot har jag haft förmånen att bli inbjuden till Reykjaviks första internationella säkerhetsforum, ordnat av landets nya och enda tankesmedja i säkerhetsfrågor, Varða - öryggi og viðnámsþróttur . Fokus denna gång var på krigshotet, nya tekniker och klimatfrågan. Samtliga existentiella hot mot en önation utan egen militär, men som samtidigt också är Natos "ögon och öron" i denna del av världen. En märkbar oro i rummet, särskilt efter presentationer om krigets grymheter i Ukraina, och en del drastiska uttalanden från några av deltagarna om att den regelbaserade internationella ordningen har dött. Vi får akta oss för att inte göra detta till en självuppfyllande profetia, tänkte jag då. Den internationella ordningen har fortfarande puls, låt oss inte döda den med våra ord. Lärt mig mer om höghastighetsmissiler och AI-bestyckade vapen än vad jag väntat mig. Åker hem med nya insikter, men också en del oro i kroppen. Lyckligtvis höll Andri Snær Magnason en (som alltid) underbar föreläsning som avslutning på helgen. (Mobilförbud under mötet, så ni får hålla till godo med några andra foton från vackra Island).     Varða - öryggi og viðnámsþróttur var ekki að "sponsa" Flekaskil-hlaðvarpið þeirra Dagur B. Eggertsson og Thordis Kolbrun Gylfadottir, lofa! En að öllu gamni slepptu þá er það ánægja og mikill heiður að fá jafn mikla og góða umfjöllun í nýjasta þætti aðal öryggismálahlaðvarpsins á Íslandi. Minna en ári eftir að við fór um í gang, með dyggum stuðningi David Helgason, ráðgjafaráðsins okkar Gardar Forberg, Ari Jonsson, Ingibjorg Solrun Gisladottir, Rannveig Rist, auk Þórdísar, og að ógleymdum Sólrún H.   • Drónatengd atvik hafa aukist verulega í Evrópu á síðustu árum og valdið truflunum á flugvöllum, höfnum og öðrum innviðum. Árið 2025 leiddu meðal annars óþekktir drónar til lokana á flugvöllum í Danmörku og Noregi og svipuð atvik við Keflavíkurflugvöll vöktu athygli hér á landi. Þróunin hefur ekki gengið til baka. Þvert á móti hafa nýleg atvik víða um Evrópu sýnt að ógnir tengdar drónum eru enn raunveruleg áskorun. Í nýrri skýrslu, sem var unnin með Tech Policy Institute við Cornell háskóla, fjöllum við í Varða - öryggi og viðnámsþróttur um stöðu mála á Íslandi, bendum á gloppur og leggjum fram tillögur til úrbóta.
