The intelligence layer for the built world.

About us

Everything built starts with a permit. Shovels captures that first signal—using AI to clean, enrich, and unify permit, contractor, and property data from thousands of municipalities. Delivered through our API, web app, or data warehouse, we turn messy public records into standardized, Shovel-ready intelligence that helps industries anticipate growth and make smarter decisions.

Shovels runs its own model on sference. Shovels processes millions of building permits. Tagging them with a frontier model works, but you're paying frontier prices for a task a small model handles just as well. So their ML team distilled their own encoder for permit tagging. With our BYOM support, it now runs in production on sference, on hardware sized for the model. Right-sized model, right-sized hardware. That's the whole idea. Thanks to Benjamin Džubur and the Shovels team (Luka K., Petra Kopić) for pushing BYOM into production with us.

  • Fiber permits are everywhere and nowhere—until now. We just launched a new Telecom permit category that flags telecom-related work across our entire permit history (and every new release going forward). As of July 2026, that’s 1.5M permits tagged for things like: ▶️ Fiber + conduit installs ▶️ Small cells / antennas / 5G buildouts ▶️ ROW trenching, boring, utility work ▶️ Cable drops and supporting infrastructure If you’ve ever tried to answer “where are providers actually building?” you know how messy permit descriptions get across jurisdictions. This makes it a one-click filter instead of a research project. Full post: https://lnkd.in/gX3pxBqi #Telecom #Fiber #5G #Infrastructure #Permits #Data #PropTech #GIS

  • We are excited to partner with sference, pushing the limits of how LLMs turn large volumes of messy data into clean insights. 🤝

Shovels Inc is now a Sference design partner! Shovels is the intelligence layer for the built world - they turn 150M+ US building permits, contractor records, and government decisions into structured data that property-tech, materials, and trades software runs on. Behind that product sits exactly the kind of workload we built sference for: large-scale LLM classification, normalization, and entity extraction running in production data pipelines. Work that doesn't need a real-time response - it needs to be reliable and cost-efficient at volume. That's what our batch API does. In Petra Kopic's words: "AI has fundamentally changed what's possible with messy real-world data. At Shovels we collect and normalize millions of building permits from thousands of US jurisdictions, and keep pushing the limits of how LLMs turn that data into insight. As our data grows, cost-efficient batch inference on open models becomes key, and we're excited to explore it with Sference as a design partner." — Petra Kopić, VP of Data @ Shovels If your pipelines run classification, enrichment, or extraction at scale and you're paying real-time prices for latency-tolerant work — that's the gap we close. More to come from this partnership.

  • Berkshire Hathaway just agreed to buy Taylor Morrison for $8.5B, so we mapped every Taylor Morrison new-construction permit we've tracked in 2026. In this post, we use permit data to show: ➡️ Where Taylor Morrison is building right now (and how concentrated it is in Sunbelt markets) ➡️ What the footprint suggests about buyer segments and strategy ➡️ Why this matters if you compete with Taylor Morrison Interactive map + key takeaways here: https://lnkd.in/gS2Dpq-s #housing #homebuilding #realestate #data #permits

What was Ryan's first academic love in high school? What opportunity did Ryan uncover by responding to a Craigslist advertisement? Why did Ryan decide to return to his original path after an enjoyable stint in consulting? What attribute of MIT culture appealed to Ryan and convinced him to apply to Sloan for an MBA? What part-time job did Ryan land at MIT that gave him special insight into the campus's eccentricities? How did Ryan end up founding a screen writing software business? How did Ryan pivot this failed idea into a lucrative marketplace business? What hard lesson about unit economics did Ryan learn during this period? How did Ryan connect the dots between data, B2B, and climate policy to start a new tech business? What did Ryan admire about Stripe that he applied to the permit data space with Shovels? Why is collecting and aggregating local building permit data so challenging? What insights has Shovels uncovered around permit activity and different types of climate disasters? What is the permit cloud that Shovel's is uncovering that indicates early signal about a larger infrastructure project? How is Shovels providing insight into available trade resources for intensive projects such as data centers? Ryan Buckley - CEO and co-founder of Shovels, joins Proptech Espresso to answer these questions and discuss how his early childhood interest in roller hockey exposed him to the parking lots of seminal internet titans like Netscape and Silicon Graphics. AI models require a structured, verifiable grounding layer for spatial retrieval-augmented generation to provide a trusted source of geospatial facts to prevent hallucinations. 🗺️ Overture is the fundamental infrastructure that makes reliable AI innovation possible in the physical world, driving a general industry shift towards collaborative, open, and universally accessible spatial and location grounding for AI and LLMs. In this blog by Albi Wiedersberg, we feature 10 AI startups that are actively leveraging Overture's spatial and location data layers. They are grounding their applications by cross-referencing street-level imagery with Overture's Places and Buildings themes via GERS ID, utilizing GERS to stand up an API turning map listings into interactive AI endpoints, and streaming cloud-native GeoParquet files to power inference-time grounding. • Where are data centers getting built right now, before the press releases? We analyzed 214 data center projects through building permits (since 2022) and found: 1️⃣ Virginia still leads, but the map is widening ⏳ Fast permitting is a competitive edge ✳️ New hubs are emerging (Cedar Rapids, Hickory, etc.) ↘️ Grid constraints are the limiting factor New analysis: https://lnkd.in/gnW5dKjq #DataCenters #AIInfrastructure #Permits #Energy

  • Shovels Decisions API Beta is live. Track zoning approvals, rezonings, and planning commission decisions across 600+ cities and nearly 200,000 records, months before permits are filed. This fits the bigger picture of what we're building at Shovels: the intelligence layer for the built world. Local government data is public by law but inaccessible by design. We turn information buried in PDFs, agendas, minutes, and city portals into structured data objects like permits, contractor profiles, and decisions, built for APIs, spreadsheets, AI agents, and data warehouses. As a first-party data provider, we acquire, enrich, and own the data outright. We focus on local government, and we make it useful. Learn more: https://lnkd.in/gx_x5srS
