About us
The mission of the PCAC is to give users of MTA subway, bus, and commuter rail services a voice in the formulation and implementation of MTA policy, and to hold the MTA Board and MTA management accountable to riders. The PCAC also provides the MTA with informed and timely advice on such matters as service, finance, intergovernmental relations, communication, and management. The PCAC consists of 38 members all of whom are regular MTA commuters on Long Island Rail Road, Metro-North Railroad, and New York City Transit. The PCAC is the coordinating body and funding mechanism for the three riders councils created by the NYS Legislature in 1981: the Long Island Rail Road Commuter’s Council (LIRRCC); the Metro-North Railroad Commuter Council (MNRCC); and the New York City Transit Riders Council (NYCTRC). These councils were created to give users of the MTA services a say in the formulation and implementation of MTA policy and to hold the MTA board and management accountable to riders. In order to accomplish these ends, the PCAC and councils hold regular public meetings and forums, undertake frequent research projects, and maintain a support staff of transportation planning professionals. The PCAC has held a non-voting seat on the MTA Board since 1995. Each council selects a representative to the MTA Board. These representatives sit on the relevant MTA agency operating committee at all times, and share the PCAC Board seat in turn. The 38 members of the PCAC are required to be regular users of the MTA system, and serve without pay. Members are appointed by the Governor’s office, upon the recommendation of county executives and, for New York City, the mayor, public advocate, and borough presidents. There are currently 12 seats on the LIRRCC, 11 seats on the MNRCC, and 15 seats on the NYCTRC.

NEW REPORT: Universal affordable transit is on the table for New Yorkers. With an expansion of the Fair Fares program, people making under 300% of FPL would only pay half price, while people making under 150% of FPL would have completely free buses and subway fares. This would be a game changer for over 2 million New Yorkers. I had a great time working on all the data analysis, mapping and graphics for this report! Read more: https://lnkd.in/gJeZcFjR

"Our experience shows that when there is unity around a shared vision, even the most entrenched urban issues can be alleviated. Accomplishing big policies is always a test of persistence and partnership, but when it works, the results speak for themselves." Kudos to Henry Mei for his fantastic work on our Pokey, Schleppie, and Mazel Awards for NYC Bus Service we released in partnership with the NYPIRG Straphangers Campaign. 👏 Interested in reading the full set of findings? Take a look here: https://lnkd.in/eGdsDSNy
The Q72 is my local bus, and to my disappointment (but not surprise) it trumped all other high-ridership Queens routes when I crunched the numbers for the 2025 Pokey, Schleppie and (inaugural!) Mazel "Awards" for NYC buses. Most times, it is faster for me to walk to the 7 train than wait for the Q72 - only for it to weave around double-parked vehicles and stop at every red light down Junction Blvd. The lack of bus priority and efficient traffic management means that the route, which serves LaGuardia Airport while passing through neighborhoods that are both transit-dependent AND far from the subway, crawls at 6 MPH. The pokiest bus in each borough serves riders going crosstown; even in parts of the city with subway service, some of the most heavily-ridden AND under-performing buses form a grid with the Manhattan-centric subway system. Here's to fixing this picture in the upcoming four years!

Think spending money on mass transit only helps cities? Think again. In Crain's New York Business, transportation expert Lisa Daglian explains how New York's investments in the MTA downstate helps upstate communities, too! LIRR and Metro-North recently ordered cars that will be made at our plants in Hornell in the Southern Tier and Plattsburgh in the Adirondacks. Nearly 300 jobs will be created, plus more at our in-state suppliers. Read more👉 https://ow.ly/xmGR50XasHT

PCAC's Lisa Daglian writes in Crain's New York Business "We stand at the threshold of a new era for New York transit—one that distributes benefits across the state while preparing our system for generations to come. For that, we commend the Metropolitan Transportation Authority and Governor Hochul's [New York State Executive Chamber]." https://t.co/vSPmaTNgjg

Check out this incredible report about BRT in NYC that my fellow intern at PCAC wrote!
NEW: our report "BRT for the Boroughs: How the Metropolitan Transportation Authority & City Hall can transform your bus ride" proposes transformational changes for New York City's two million daily bus riders. https://lnkd.in/e99VpFdV As covered exclusively in amNewYork, we recommend NYC adopt international best practices like: ✅ Center-running bus lanes feat. buses w/ doors on both sides ✅ Level boarding, shelters, & countdown clocks ✅ Streamlined signage, boarding, & fare payment Read the article: https://lnkd.in/ebiztgy8 Thank you to Riders Alliance, Straphangers Campaign, and the 34th Avenue Open Streets Coalition for your contributions and endorsement! BRT in New York City is more than just possible — it’s a necessary goal for NYC’s bus mayor. Read our press release here: https://lnkd.in/eD29Ke5B

Big news! I authored a recently published report with PCAC on the need for transit-oriented policies to fight the housing crisis! These are policies the Mayor's Charter Revision Commission should recommend NYC voters this fall. 1) Create a transit-oriented comprehensive citywide plan 2) Expand Zoning for Accessibility 3) Eliminate mandatory parking minimums citywide Good transit planning IS NECESSARY to realistically address the housing crisis in NYC!
