Gov. Gavin Newsom signed a housing bill yesterday that will change how the state finances and delivers new affordable housing units. AB 179 is a housing budget trailer bill, aimed at modernizing California’s affordable housing finance system and strengthening the state’s impact of housing investments. The bill will reduce the cost of building affordable housing by an estimated $60,000 to $70,000 per unit through one-stop shop financing reforms and impact fee changes. We are 750 affordable housing developers, advocates, community leaders and businesses, working to secure resources, promote good policy, educate the public and support affordable homes as the foundation for thriving individuals, families and neighborhoods. As the backbone organization for the affordable homes community since 1979, NPH creates the environment and generates the essential elements – land, funding, supportive policies and political will – for developing, preserving and operating service-enriched affordable homes for low-income individuals and families, seniors, veterans and people with disabilities. We advocate for solutions at the federal, state, regional and local levels, run targeted, focused campaigns, and help build capacity at our member organizations through leadership development opportunities, networking and training events and peer-to-peer sharing of best practices.

In 2016, NPH proudly led the Bay Area’s affordable housing community in passing Measure A in Santa Clara County and Measure A1 in Alameda County. Ten years later, these General Obligation bonds have built thousands of homes in our region. As we consider the next steps to replace this revenue at the local level, NPH invested in a capstone report to assess the impact of these measures and provide recommendations for local funding proposals. This new report, "Gauging the Gap: Understanding How Public Financing Mechanisms Shape Affordable Housing Production in the Bay Area," draws on a combination of quantitative analysis and qualitative interviews with affordable housing developers, county staff, and other experts to identify key lessons learned from Measures A and A1. Yesterday, Governor Gavin Newsom officially signed The Veterans and Affordable Housing Bond Act of 2026 (SB 417), a generation-defining measure that will support California’s working families, seniors, veterans, farmworkers, university students, first-time homebuyers, and unhoused Californians. California voters will now have an unprecedented opportunity this November to invest billions into building and preserving affordable housing, fighting and ending homelessness, and expanding homeownership for the next generation.

🎉We closed out Affordable Housing Month with the Grand Opening of Hayward Senior Commons, a new 80-unit affordable housing community in Alameda County. Hayward Senior Commons provides homes for individuals aged 55 and older earning between 30% and 60% of the Area Median Income. It is thoughtfully designed and built with features that support sustainability, community, and allows residents to age in place. Developed on former BART land, residents will enjoy a range of amenities that promote connection and well-being, including an inviting landscaped outdoor patio and additional patio for resident-led gardening. “This community demonstrates that, with the right partnerships and disciplined execution, we can deliver high-quality affordable housing efficiently,” said Cynthia Alvarez, President and CEO of CCH. “Leasing was completed in less than one month, underscoring both the urgent need for this type of housing and the importance of bringing these developments to life quickly across California.” At the celebration, we heard from elected leaders, partners, and residents. The most powerful words came from resident Roberta Tracy, who shared: “To finally reclaim a sense of affordable independence in this beautiful, brand-new facility is a gift I don’t take for granted,” said resident Roberta Tracy. “Moving here isn’t just about having a roof over my head—it’s about starting a new chapter where I can focus on what brings me joy.” We’re also grateful to the community leaders and partners who helped mark this occasion, including, Supervisor Elisa Márquez, Vice Mayor George Syrop, Elizabeth Vacca representing Dr. Aisha Wahab, as well as the residents who shared their personal stories. We are deeply grateful to the many organizations who helped make Hayward Senior Commons possible, including Wells Fargo, Freddie Mac, the Federal Home Loan Bank of San Francisco, and the California Department of Housing & Community Development through its Accelerator and Transit-Oriented Development (TOD) programs. Great news: earlier this week, the Governor, Senate, and Assembly agreed to place a historic, $11.25 billion housing affordability bond on the November 2026 ballot, which would fast-track the construction, rehabilitation, and preservation of affordable housing, support homeownership programs, and provide funding for a variety of state housing initiatives. We want to thank Assemblymember Buffy Wicks and Senator Christopher Cabaldon for their incredible vision in putting this bond forward, and to Governor Gavin Newsom, Assembly Speaker Robert Rivas, and Senate President Pro Tem Monique Limón for making this agreement happen!
