📣 Limestone’s work influencing public policy decisions: 🚌 Case of youth transit programs The Regional District of Nanaimo is moving ahead with free transit for youth under 18, with advocates and policymakers highlighting potential benefits for accessibility, affordability, education, employment, and climate goals. The conversation draws on findings from a Limestone Analytics study examining the impacts of free youth transit in City of Kingston, including increased ridership, reduced car trips, and improved school attendance outcomes. Limestone conducted a study in 2025 on Kingston’s experience. The study was funded by Ontario Association of School Business Officials. Empowering students, supporting families, and building greener communities. The Ontario Association of School Business Officials and Limestone District School Board set out to understand whether providing free bus passes to all high school students was a worthwhile investment. Limestone Analytics was engaged to conduct The High School Transit Pass Program: An Investment Case. Our analysis found that Kingston’s High School Transit Pass Program: - Increased student independence and school attendance - Expanded access to jobs, after-school, and cultural activities - Saved families time and money - Reduced congestion and emissions across the city Most importantly, every $1 invested generated over $3 in benefits, delivering not only educational outcomes but also broader social and environmental gains.
