The Safe and Sound Cities (S²Cities) programme team and local youth innovators from Naga City, Camarines Sur, Philippines engaged in learning exchanges and study tours in Quezon City, Pasig City, and the City of Manila last July 9-10, 2026. The workshop marks the beginning of a collaboration to strengthen the role of subnational governments in accelerating carbon emissions reduction from the energy sector. The session aligned the project’s objectives, workplan, implementation timeline, expected outputs, and coordination approach to support effective project implementation. As Southeast Asia charts its environmental future, cities must have a stronger voice. ICLEI Southeast Asia participated in the Stakeholder Consultation on the Development of the Post-2025 ASEAN Strategic Plan on the Environment (ASPEN), where Regional Program Manager Mae Valdez-Irong advocated for a stronger urbanization perspective in the region's environmental blueprint. With ASEAN's cities expected to grow rapidly in the coming decades, environmental strategies must recognize both our natural and built environments, and empower local and regional governments to deliver meaningful climate and environmental action. Makati City made history as the first winner of the World Wide Fund for Nature (WWF) One Planet City Challenge (OPCC) from Southeast Asia, after being named by WWF as one of the two Global Winners for the OPCC’s 2025-2026 cycle alongside the City of Paris, France. Makati City’s recognition from the OPCC as a global climate leader is also a first for cities in the Philippines. 🏢➡️⚡ How can public buildings become energy assets rather than just energy consumers? This question brought together over 30 representatives from local governments and development organizations across the Philippines, Malaysia, and Indonesia for a regional peer exchange under the RENEW Southeast Asia (RENEW-SEA) project in Makati City. Participants shared practical experiences in: ✅ Procuring 100% renewable electricity for government facilities ✅ Deploying rooftop solar photovoltaics in public buildings ✅ Integrating energy efficiency and energy management systems ✅ Mobilizing innovative financing and partnerships for clean energy projects ✅ Advancing Positive Energy Buildings (PEBs) as a pathway toward low-carbon urban development The exchange reinforced an important lesson: while cities operate under different contexts, they share common challenges—and can move faster through collaboration, peer learning, and knowledge exchange. 🌟 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻 𝗳𝗿𝗼𝗺 𝗠𝗲𝗺𝗯𝗲𝗿 𝗟𝗼𝗰𝗮𝗹 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁𝘀: Through the years, ICLEI Southeast Asia (SEA) has received recognition from local governments as a partner in providing technical assistance to achieve local climate action and sustainable development goals. 🤝 The League of Cities of the Philippines (LCP), the official association of cities in the country mandated by the Philippine Local Government Code of 1991, gave ICLEI SEA a Partnership Appreciation Award in 2001 for supporting social and development initiatives with the LCP and member cities, and another recognition in 2004 for its continuing partnership. 💧 From its member cities, the first recognition received by ICLEI SEA was in 2005 from the City Government of Baguio, for its assistance to the city as the pioneering city in the Philippines and Southeast Asia to institutionalize the Integrated Water Resource Management (IWRM) as a development planning tool for sustainable water governance, through the Sustainable Water Integrated Management and Governance (SWIM) Project. The SWIM Project, in which ICLEI SEA served as Baguio City’s implementation partner, helped the city develop its 8-point water agenda. 🌟 ICLEI SEA also received recognition from the following local governments: • The City Government of Iloilo, for supporting the 1st Philippine International River Summit in 2012; • The Balikpapan City Government in 2020 with the Outstanding Development Figure Award; • The Quezon City Government in 2022, for being an active partner of the city in promoting energy efficiency and conservation initiatives; • The City Government of Santa Rosa, Laguna in 2016 and 2023, for being a sustainable development partner of the city; and, • The City Government of Makati through its Gawad Kalikasan (Environmental Awards) in 2023, 2024, 2025, and 2026 for being a key partner in protecting and conserving the city’s environment *** 🎉 In celebration of the ICLEI Southeast Asia Secretariat’s 21st Anniversary, join us as we look back on the Secretariat’s milestones through this anniversary campaign, starting with the #21FactsAboutICLEISEA Series.
