🧠 Today in Estonia we celebrate the start of a new school year and Knowledge Day. We believe that wisdom is not only individual — it is also collective, born when we listen, share, and learn from one another. 🎯 A citizens’ assembly is exactly such a space. Here, people from different backgrounds and experiences come together through a random selection process to deliberate on societal challenges using scientific knowledge and collective wisdom. The kind of format connects people, builds trust, and helps us find balanced common ground on complex issues. 💬 This is exactly what participants experienced in the 2023 Green Capital Citizens’ Assembly in Tallinn: 📌 Citizens’ assemblies make it possible for anyone to contribute even on difficult topics, said Märt: “It’s very hard to participate if you don’t know anything. And in the assembly, we realized how little we actually know. Especially when it comes to what the city is doing and how much — it was quite overwhelming. But once we caught up with the information, it became possible to consider what should happen next.” 📌 Ave highlighted the value of collective wisdom: “The process itself was already valuable — I made new friends and found like-minded people. There was also a person in a wheelchair at our table. We pointed out that curbs, which may not be a problem for a stroller, are a serious obstacle for a wheelchair. In the Old Town it’s impossible to move around with a wheelchair, and it’s even difficult to reach bus stops on Laagna Road.” 📌 Tanel emphasized how the results support decision-makers: “The citizens’ assembly gives Tallinn residents a chance to express their desire for a better city, and it helps give city leaders the courage to make decisions they might not dare to make alone, without the input of the assembly.” 🧩 Wisdom is not just about collecting knowledge — it’s also about being willing to listen, consider, and seek solutions together. 📉 “As trust in public institutions declines, it’s becoming more important than ever to create meaningful ways for people to take part in public life and to show that their voices matter beyond elections.” In a recent ERR article, Carina Paju (Open Government Partnership) highlights that trust in public institutions is falling around the world and Estonia is no exception. More than half of Estonian citizens don’t trust the government, a figure higher than the OECD - OCDE average. Low trust affects not just governance but also social cohesion, economic stability, and even national security. 🌿 So how can we strengthen trust? Research shows one thing matters most: people need to feel their voices count. Trust grows when citizens feel they can meaningfully influence decisions and not only during elections but also between them. For this we need diverse and meaningful ways for people to take part, especially those who are often left out of political discussions. One way to achieve this is through citizens’ assemblies. These processes bring together diverse groups of people, often selected by sortition, to deliberate on complex societal challenges and make informed recommendations. Globally, citizens’ assemblies have been used over 700 times since 1979, helping societies navigate complex and often divisive issues. From Ireland’s assemblies on marriage equality and abortion rights to Norway’s collective deliberation on the fair use of oil revenues, these processes have shown that ordinary people are capable of making informed, collective decisions on the most challenging topics. 🧭 This year, we will bring to life the Citizens' Panel on Good Life in Estonia. Thirty randomly selected Estonians will come together to discuss how to move our society's focus toward the well-being of both people and nature.
