About us
Breakthrough Blue delivers custom technology and strategic insights to engage and influence. We are experts in politics and advocacy, specializing in land use advocacy, political communications, and strategic advocacy campaigns across California. Founded by Zane Rice, the firm leverages his extensive experience leading impactful campaigns and mobilizing communities in some of the state’s most competitive landscapes. Our work has a strong presence in Los Angeles County, where we engage in efforts across Westside cities such as Santa Monica, Beverly Hills, and West Hollywood. We also maintain a significant presence in the warehousing and logistics corridor that extends from the Gateway Communities through Pomona and into Inland Empire cities like Norco. Zane Rice’s leadership reflects years of experience as a developer of strategic communications campaigns and a manager of large teams of organizers and volunteers. In the fire-devastated Congressional District 1 in North State California, he led campaign efforts during the 2020 and 2022 election cycles, overcoming challenges to foster engagement and build infrastructure for future campaigns. In the 2018 cycle, he mobilized voters across Los Angeles, Orange, and San Diego counties, contributing to the Democratic Party’s historic 41-seat gain in the U.S. House of Representatives. Breakthrough Blue has tackled high-profile municipal projects, including opposing a luxury hotel and apartment complex on Sunset Boulevard in West Hollywood, which would have displaced an iconic cultural and music venue. Our advocacy efforts have included mobilizing public support, executing outreach campaigns, and addressing critical municipal decision-making processes. The firm has also advanced numerous candidate and ballot measure campaigns, helping to deliver majorities on city councils and shape key policy outcomes. By combining strategic insights and innovative technology, Breakthrough Blue drives results for our clients.

BIG NEWS: Rocio Castellanos and Cedric White are officially Councilmembers-elect in City of Lancaster! Proud to have supported the Desert Democracy Project Action Fund in executing an independent expenditure campaign for the two Los Angeles County Democratic Party–endorsed candidates. Despite a 42% to 25% Democratic registration advantage, Lancaster has historically been a place where Democrats struggle to translate that edge into wins. In a low-turnout, mid-April municipal election—where turnout appears to have been around 3%—this was never going to be easy. But this year, we flipped the script. The final results tell the story: Cedric White led the field with 3,570 votes, followed by Rocio Castellanos with 3,438—securing both seats in a crowded field and outperforming well-funded opposition. This effort focused on directly engaging registered Democrats across the city—and it made a difference. Major thanks to Rep. George Whitesides and Assemblymember Juan Carrillo for helping make this large-scale program possible. And thank you to Denise Latanzi and Wade Alexander for bringing us into this work. Excited to see what’s ahead for Lancaster.

📈 LA permitted 1,816 new homes last quarter — up 37% from Q1. But Hilgard Economics shows how federal chaos is still slowing progress. At Breakthrough Blue we help groups push back against federal chaos and provide notification services to developers, so they can keep building.
The City approved over 1,800 homes between April and June Hilgard Economics https://lnkd.in/gpYn7uDN
