𝗡𝗲𝘄 𝗘𝗨 𝗱𝗿𝗮𝗳𝘁 𝗻𝗼𝘁𝗶𝗳𝗶𝗲𝗱 𝘁𝗼 𝘁𝗵𝗲 𝗪𝗧𝗢 𝗮𝗺𝗲𝗻𝗱𝗶𝗻𝗴 𝘁𝗵𝗲 𝗘𝗨 𝗖𝗼𝘀𝗺𝗲𝘁𝗶𝗰𝘀 𝗥𝗲𝗴𝘂𝗹𝗮𝘁𝗶𝗼𝗻 On 8 July 2026, the EU notified the WTO of a new draft amending Regulation (EC) No 1223/2009 on cosmetic products. The draft Regulation introduces new prohibitions and restrictions for several cosmetic ingredients, combining recent SCCS opinions (Omnibus Ingredients III) with the latest CMR-related amendments (Omnibus CMR IX).   𝗞𝗲𝘆 𝗰𝗵𝗮𝗻𝗴𝗲𝘀 𝗶𝗻𝗰𝗹𝘂𝗱𝗲: • New prohibitions for substances classified as CMR under Commission Delegated Regulation (EU) 2025/1222. • New prohibitions for Benzophenone-1, Benzophenone-2, Basic Brown 16, Basic Blue 99, prostaglandins and their analogues, following SCCS opinions. • Mercury-containing preservatives Thimerosal and Phenylmercuric salts will be banned. • New restrictions for CBD and BHA. • Updated restrictions for Hydroxyapatite (nano) and Propylparaben/Butylparaben.   𝗣𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝘁𝗶𝗺𝗲𝗹𝗶𝗻𝗲: • CMR-related prohibitions shall apply from 1 February 2027, in line with Commission Delegated Regulation (EU) 2025/1222. • All remaining measures would be subject to a 12-month transition period for placing products on the market, followed by an additional 12 months for making products available on the market, after the Regulation enters into force.   The draft Regulation is expected to be adopted during Q4 2026.   #CosmeticsRegulation #RegulatoryAffairs #CMR #SCCS #WTO #CosmeticsIndustry

𝗥𝗜𝗙𝗠 𝗖𝗼𝗻𝘀𝘂𝗺𝗲𝗿 𝗣𝗿𝗼𝗱𝘂𝗰𝘁 𝗦𝘂𝗿𝘃𝗲𝘆 𝟮𝟬𝟮𝟲 – 𝗗𝗮𝘁𝗮 𝗥𝗲𝗾𝘂𝗲𝘀𝘁 𝗢𝗽𝗲𝗻 The Research Institute for Fragrance Materials (RIFM) has launched its Consumer Product Survey 2026, requesting fragrance mixture concentration data across 10 cosmetic and household product categories, including sunscreens, baby care products, and facial masks.   This data will feed RIFM's aggregate exposure model, a key tool supporting fragrance ingredient safety assessments. Participation is open to all consumer product companies. 𝗡𝗲𝘄 𝗦𝗖𝗖𝗦 𝗺𝗮𝗻𝗱𝗮𝘁𝗲 – 𝗩𝗶𝘁𝗮𝗺𝗶𝗻 𝗞𝟭 𝗼𝘅𝗶𝗱𝗲 𝘂𝗻𝗱𝗲𝗿 𝗿𝗲𝘃𝗶𝗲𝘄 The SCCS has approved a new mandate to assess the safety of Phytonadione Epoxide (Vitamin K1 oxide) (CAS No. 25486-55-9), following a European Commission call for data and increasing concerns regarding its skin sensitization potential. This ingredient is used in cosmetic products as a skin conditioning agent and to improve skin tone uniformity. The assessment will determine whether Vitamin K1 oxide can be considered safe for use in cosmetic products at concentrations of up to 1%. If not, the SCCS has been requested to identify an alternative maximum safe concentration. The review follows reports of allergic contact dermatitis associated with cosmetic products containing Vitamin K1 oxide, particularly products intended for use around the eyes. 𝗦𝗖𝗖𝗦 𝗣𝗿𝗲𝗹𝗶𝗺𝗶𝗻𝗮𝗿𝘆 𝗢𝗽𝗶𝗻𝗶𝗼𝗻 𝗼𝗻 𝘁𝗵𝗲 𝘀𝗮𝗳𝗲𝘁𝘆 𝗼𝗳 𝗔𝗰𝗲𝘁𝗼𝗽𝗵𝗲𝗻𝗼𝗻𝗲 𝗮𝘀 𝗮 𝗰𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝗲𝗻𝘁 𝗼𝗳 𝗡𝗖𝗦 The EU Scientific Committee on Consumer Safety (SCCS) has adopted a preliminary opinion on Acetophenone (CAS No. 98-86-2, SCCS/1689/26), a fragrance ingredient with sweet, floral note and naturally present in essential oils and other Natural Complex Substances (NCS).   Following ECHA's RAC opinion (March 2025) recommending a Repr. 1B classification, no exemption is being sought for acetophenone's use as such. A dossier was instead submitted to the Commission to support its safety when present as a constituent of NCS.   𝗦𝗖𝗖𝗦'𝘀 𝗰𝗼𝗻𝗰𝗹𝘂𝘀𝗶𝗼𝗻: safe up to 100 ppm (0.01%) in the finished product when present as an NCS constituent.   The opinion is open for comments until 6 July 2026.
