Throughout her career, she has demonstrated a strong commitment to advancing operational excellence, quality assurance, strategic performance and positive outcomes for children and families. Her experience is particularly impactful within Texas child welfare, where she has overseen child-placing agency operations, supported Community Based Care implementation and contributed to the development of Minimum Standards for Child Placing Agencies and General Residential Operations. In her new role, Angela will lead quality assurance, compliance, performance improvement, care coordination, provider engagement, utilization review, training and other quality initiatives across Texas Family Initiative programs. She brings a unique combination of executive leadership, operational expertise, regulatory knowledge and data-driven decision-making, along with a proven ability to foster collaboration and drive continuous improvement. Every child deserves a place that feels like home. EMPOWER has placed a strong emphasis on keeping children in home-based settings whenever possible. According to DFPS Rider 15, 88.5% of youth served by EMPOWER are in home settings, exceeding the statewide average of 84.0%. This progress reflects a shared belief: children do better when they can grow, heal and feel safe in family-like environments. Looking ahead: Our focus remains on continuous improvement by strengthening documentation and reporting, deepening community partnerships and ensuring placements are safe, stable and timely.

Families caring for family makes a difference. Kinship care remains one of EMPOWER’s strongest areas of progress. As of February 2026, 46% of children in care in the Metroplex East Region are in kinship placements, up from 33% when EMPOWER began in March 2024—representing a 36% increase in just two years. When children can remain with relatives or trusted adults, it helps preserve family connections, culture and stability during uncertain times. Looking ahead: We will continue investing in kinship caregivers while improving legal casework, documentation and support systems to ensure families have what they need to succeed.

Connections matter—especially during crisis. According to the DFPS Rider 15, EMPOWER is currently leading the state in proximity, with more youth staying within 50 miles of their removal location. This means children are more likely to remain connected to their families, schools and communities during an incredibly difficult time. Keeping children close isn’t always easy, but it plays a critical role in stability, reunification efforts and emotional well-being. Looking ahead: We are committed to strengthening community partnerships so we can continue expanding local placement options and keeping children connected to what matters most.

Progress starts with the people doing the work. Recently, EMPOWER has made meaningful progress in stabilizing our workforce. More consistent staffing means caseworkers can better manage caseloads, build stronger relationships with children and families and focus on quality practice—not just compliance. We know workforce stability is foundational to everything else we’re working to improve. While there is still work ahead, this progress is an important step toward more consistent support for children and families across the Metroplex East Region. It’s a shared commitment that requires awareness, education and everyday action. Prevention happens when adults are informed, when families are supported early and when communities create environments where children are seen, protected and valued. It also challenges us to look upstream. Strong families are built through access to resources, consistent support systems and trusted relationships. When we invest in prevention, we reduce trauma before it begins and create pathways for healthier outcomes that last a lifetime. Real progress means moving beyond awareness to intention. It means asking how our workplaces, neighborhoods and systems can better support children and families before harm occurs.
